Wacouta Town Board Meeting
October 15, 2013

Present: Sue Betcher, Ray (phone), Mickey Payne, Kyle Mehrkens
Others: Tracy Gadient, Gary Thomforde, Goodhue County Sheriff Deputy (Nate)


Sue called the meeting to order at 7:00 PM with the Pledge of Allegiance.

Agenda
Sue motions to approve the agenda with the addition of upper Wacouta Tree Trimming per old business. Mickey Seconds. Motion carries.

September 16th Minutes
Sue motions to accept September 16th minutes as written. Mickey seconds. Motion carries.

Declaration of Conflicts
None

Ray?s Position
Ray will be gone first week of November until end of April. He thinks it?s in his and the township?s best interest to consider options to fill his spot.

Sue went to the MAT website to look at what his options are. If gone 90 days, township can appoint a person to fill his position. If he requests a leave of absence, the person appointed would fill the vacancy until he returns or the remainder of his term.

Ray will send Sue an email regarding his plans. Gary Thomforde is interested in filling in for Ray?s position. Tracy will put some feelers out in his neighborhood for anyone else who may be interested.

Sheriff Deputy
Has no issues to share but asked if we have any concerns.

Mickey says chainsaws were stolen at Plaas? residence and canoe at Wells? residence.

Deputy says they had a party called in with kids and that was it.

Ray?s Tree Trimming
Ray has not had a chance to get quotes for upper Sevastopol.

Mickey to talk to Blitz to trim trees in upper Sevastopol. Tracy said to give him or John a call if the township wants to know where the trees are.

Mowing in Sevastopol and Wacouta Township
Sue to talk to Fred about mowing ditches twice a year. Tracy can?t handle it with his equipment.

Ray sign?s off at 7:20pm.

County Sand Moratorium
The DNR has weighed in that the pal eolithic bluff area deserves protection. Also there is a proposal setback of 1000 feet of navigable waters and trout streams. The Mining Subcommittee (MSC) did not take a position regarding prohibiting or limiting mining within the 1000 foot setback.

There are proposals that would eliminate storage and transportation of sand.

If the township isn?t satisfied with the County?s proposal when it comes out, then the township and the planning committee would decide whether we are for or against the county?s proposal.

Planning and Zoning
Consensus was to let the county lead and let the township decide whether or not to follow.

The lot setbacks can be discussed at annual meeting to raise issue with public and hold a planning/zoning meeting if needed.

Tracy leaves at 7:35pm.

Goodhue County Township Road Mileage Certification
Kyle to call Greg Issacson then fill out form. Should be roughly 7.5 miles.

Goodhue County Notice of Public Hearing
Was held October 1st. Nothing to discuss.

Goodhue County Noxious Weed
They asked us if there is anything we want to add or take away on their noxious weed list. No additions.

Stanton Cable Fees
We will reply to their questions about cable provider fees- We don?t charge nor don?t pay anything.

EDA
Didn?t apply as we are not trying to grow business in the township.

Bike Trail
Andru Peters is trying to generate support for a bike trail.

Sue and Mickey state the Township would like to be kept informed about Andru?s progress.

Board of Appeal and Equalization Training
Sue?s certification is valid through November 2014.

Tree Trimming on
Sue would like to trim bluff on Presbyterian point bluff. She spoke with Fred, Suzane Blue, her sister Barb, and Bill Sweasy asking if it would be ok to trim. Mickey says it would be OK. Sue will talk to Fred about getting it trimmed.

Wacouta Trail Fixes
Across from Gordon Lee?s trail and backside of hill towards rattle snake bluff. Sue to talk to Barney Flueger if it?s still possible to patch the trail yet this year.

December Board Meeting
Sue motions to change meeting from December 9th to December 2nd. Mickey seconds, motion carries.

County Notice – Meeting Reese County Variance
Board members examine the notice and state the issue is with splitting beach property into two parcels. No further discussion.

Pay Bills
Motion was made by Sue and seconded by Mickey to approve paying bills and payroll on October 15, 2013 in the amount of $5,373.08 as presented. The motion carries.

Treasurer?s Report
Sue and Mickey reviewed reconciliation and check detail reports.

Sue motions to adjourn the meeting at 8:15pm. Mickey seconds. Motion carries.
